SkillsSave Scheme launched by then NTUC Secretary-General Lim Boon Heng
- Piloted by four NTUC Social Enterprises – NTUC Income, NTUC Childcare, NTUC FairPrice and NTUC Thrift & Loan – for its workers.
- Workers were allowed to set up a portable account that they could tap on to fund any employability and enrichment course.

SkillsSave Scheme pilot ended
- NTUC learned from the pilot that workers are generally more encouraged when given the flexibility to be responsible for their own upskilling.

NTUC called for the Government to set up individual Skillsave Accounts for every Singaporean worker.
- To help workers be future-ready and to inculcate a spirit of lifelong learning.
- The Skillsave Account should be easily accessible, portable, seamless and lifelong.

Government announced the SkillsFuture Credit from 2016 during the Singapore Budget 2015.
- Initial credit of $500 for all Singaporeans aged 25 and above.
- SkillsFuture Credit can be used for any courses which are supported by government agencies.
Credit will be topped up at regular intervals and will not expire.
